As of 11 October 2026, Gaza's National Committee for the Administration of Gaza has been constituted, but the UN's September report said its members had not yet entered the strip to assume governance duties. Planning for the transition has advanced outside Gaza.
What is known.
The committee is meant to coordinate civilian administration and public services during a transitional phase. The forecast requires verified entry into Gaza and real governance work there, rather than formation of the committee or planning alone.
Why it is a possibility.
A named committee and an international transition framework provide a route to implementation. Access, security, authority over services, and coordination with existing Palestinian institutions remain practical obstacles, so the editorial estimate gives more weight to further delay.
What could prevent it.
Security, access, and unresolved transition arrangements can keep the committee outside the strip.
How it will be assessed.
Resolves yes if a UN UNSCO or Security Council report confirms that the National Committee for the Administration of Gaza physically entered Gaza and assumed public-service or governance functions by 31 December 2026. Planning from outside Gaza does not count.
