The European Commission's voluntary code of practice covers marking and labelling of AI-generated content. Its Section 2 is for deployers, and the Commission's published list recorded 192 Section 2 signatories by late September 2026.
What is known.
The code remains open for signature, and the Commission says it updates the signatory list. This forecast requires that official list or an announcement to show at least 251 deployers by 31 December.
Why it is a possibility.
The initial uptake across several industries suggests more organisations may join as Article 50 implementation proceeds. Reaching the threshold would require at least 59 additional listed Section 2 signatories from the reported base.
The 57% estimate accounts for slower voluntary uptake after the early wave and for the possibility that additions are not published before year-end.
What could prevent it.
Signing may slow after the initial burst or the Commission may not publish a new count before year-end.
How it will be assessed.
Resolves yes if the European Commission's published signatory list or official announcement records at least 251 deployers signed to Section 2 of the Code of Practice on Transparency of AI-Generated Content by 31 December 2026.
